An excellent point...  I am of your point of view that he need not attend council meetings or be involved in other governmental discussions.  So, you are correct that he should not have a seat on the Royal Council.  However, as a "department head" under the Ministry of Culture, he still holds the deputy position in order of precedence.

I'm just trying to understand. During the Constitutional Convention, we removed Deputy Ministers from having a role on the Royal Council, due to inflating the number of moving parts in time-sensitive votes. Is this no longer to be the case? Or is the role of Kapellmeister actually a Council Level Position on the Royal Council. I'm just trying to understand so I know which way the edits need to go.
