The Royal Officer Corps was a proposed military organization in Westarctica. Although plans were made for the creation of the unit, it was never actually formed as a fighting force. In 2005, Grand Duke Travis was urged to create a military unit by numerous members of the Grand Ducal Cabinet and the Baronage, including the Baron of Havola, who pleaded with the Grand Duke that there was an urgent need for a functioning military (even if it was only a small one). The creation of the Minister of Defense was phase one of the establishment of Westarctica's military, and the office was given to Wolf Tulier, a citizen of Westarctica since 2003.

As Minister of Defense, Wolf Tulier also served as the head of the Royal Officer Corps, utilizing his experience as a soldier in the U.S. Army to guide his leadership of the Corps. Shortly following the creation of the office, Wolf appointed the former Baronet of Brandenberger, Troy Thompson, as Deputy Minister of Defense to assist him in getting Westarctica’s military into marching order. The southern elephant seal is one of the two species of elephant seals. It is the largest member of the clade Pinnipedia and the order Carnivora, as well as the largest marine mammal that is not a cetacean. It gets its name from its massive size and the large proboscis of the adult male, which is used to produce very loud roars, especially during the breeding season.

The world population was estimated at 650,000 animals in the mid-1990s, and was estimated in 2005 at between 664,000 and 740,000 animals. Tracking studies have indicated the routes traveled by elephant seals, demonstrating their main feeding area is at the edge of the Antarctic continent. While elephant seals may come ashore in Antarctica occasionally to rest or to mate, they gather to breed in subantarctic locations.
