It was the fourth conference to be held under the [[MicroCon]] banner. The event had initially been planned for Summer of 2021, but was delayed due to the global COVID-19 pandemic. It was hosted by [[Westarctica]] and was a major event in the history of [[foreign relations of Westarctica]]. The total attendance figure was 116 people, setting a new record for the largest gathering of micronationalists at that time.

The main conference occurred on Saturday, 6 August at Sam's Town Hotel and Casino. Approximately 100 delegates and 10 members of the press were in attendance to learn from their fellow micronationalists during a series of 16 presentations covering every possible topic from art to politics. Originally, only 14 presentations were scheduled, but one nation dropped out and three others were added to fill the open space.
Norton had no formal political power, but was treated deferentially in San Francisco and elsewhere in California, and currency issued in his name was honored in some of the establishments he frequented. Some considered Norton to be insane or eccentric, but residents of San Francisco and the city's larger Northern California orbit enjoyed his imperial presence and took note of his frequent newspaper proclamations. Norton received free ferry and train passage and a variety of favors, such as help with rent and free meals, from well-placed friends and sympathizers. Some of the city's merchants capitalized on his notoriety by selling souvenirs bearing his image.
