After purchasing special watermarked stationary paper, Travis composed [[The Claimant Letter]] on 29 - 30 October while he was home on leave at his mother's residence after completing his first naval deployment to the Mediterranean Sea.

The Civil Code was based heavily on the Napoleonic Code, but modified to better suit a modern nation. Several months later, on 5 December, [[The Achaean Royal Charter|the Achaean Royal Charter]] was decreed. The Royal Charter outlined the duties and responsibilities of the Consul-General and the members of the nobility as well as procedures for appointing new nobles and the process for succession to the Crown.
